Record summary
This 1972 CIA Intelligence Information Report summarizes a US attendee's observations of a speculative paper regarding charged mass behavior in space presented by Soviet scientists N.S. Kardashev and A. Sakharov at a conference in Armenia. A more redacted version of this report has been available on CIA's public website.

Ile is not at'raid to speculate in his effort to find a solution, The Kardnshev-Sakharov paper concerned the authors' study of vhat hnpp ene when a charged mass or bod,v collapses in space. After his presentation, Kardashev told a US attendee that Sakharov vo.s mo~tly interested in this charced mass phenomenon study because it in d.i.catcs that the structure of space may be much more complicate d than i s preae ntly thought. In ercral, the scientificlevelofuost of thc Soviet papers nt this Conference was not very high. One littleknowm Soviet [source could not recall hisname]gave avery naivepaper on the detectability of plnnets. Another Soviet, who was a member ofa committee the USSR has cstablished to investigate unusual phenomena,in other words, flying sauccrs, gave aserious talk which was actually very humorous. His approach was, "Well, of course,we know there isn't anything to this allegcd phenome- non (flying saucers),but on the other hand---." During this talk ShiklovskiynndotherSovietsjokedandlaughedandobviouslydidtic U attendee that theflying saucer committee" consists ofmany poli- ticians, theorists, historians and similar type peoplc. It has little ifanyscientifictalent. 6. Shklovskiy gave a general, entertaining talk on ome interesting but unimportant subjcct.Vitaliy L Ginzburg, one of the leadinr, astrononcrs in the iSSR,also gave a talk on the basis of physic:l theory, that is, thc ilentification and comparison of fundamental asswnotions in physics. Ginzburg has a first rate mind and is sounder in his physics knowledge han Shklovskiy.Ginzburg thinks realistically, which wa: showe i hi: answnrcoaUSattendee'squestion aboutthe Conference.ieSoviet wasaskedwhether the Conference wasworthwhile in that it.as mostly devoted to theoretical subjects, very remote from tangible coals. Ginzhurg said,Vell,if it helps to build up support for the Goviet reseorchers to getnew astronomical equipment, then certainly thc Con- ference mnkes sense." -end-
